Police Note on Sansad Adarsh Gram Yojana (SAGY)

Introduction

Sansad Adarsh Gram Yojana (SAGY) Prime Minister(s) Narendra Modi launched it on 11 October 2014; nearly five years ago. It is a rural development programme which broadly focuses upon the development in the villages, and it includes social development, cultural development and spreads motivation among the people on social mobilization of the village community. The programme was launched by Narendra Modi, the Prime Minister of India, on the birth anniversary of Jayaprakash Narayan, on 11 October 2014.

The features of this yojana are that it is: 

(a) demand is driven; 

(b) inspired by society; 

(c) based on people’s participation.

Central theme of the Policy

The development of model villages, called Adarsh Grams, through the implementation of existing schemes, and certain new initiatives to be designed for the local context, which may differ from village to village.

The plan of Sansad Adarsh Gram Yojana was initiated to bring the Member of Parliament of all the political parties under the same umbrella while taking the responsibility of developing physical and institutional infrastructure in villages and turn them into model villages. Under this yojana, each member of parliament needs to choose one village each from the constituency that they represent, except their village or their in-law's village and fix parameters and make it a model village by 2019. After that, they can take on two or three more villages and do the same by the time the next general elections came along in 2019, and after that, set themselves ten-year-long village or rural improvement projects. Villages will be offered smart schools, universal access to basic health facilities and pucca housing to homeless villagers.

Link with Parent Act or another Act

There is no link of Sansad Adarsh Gram Yojna with any other act. It was enacted and came into force for the benefit of rural people and to provide them all with the required facilitation and features which are out of their reach right now.

The main motive of this policy was  To translate the comprehensive and organic vision of Mahatma Gandhi into reality, keeping in view the present context.

It was an initiative by the Central Government to develop and increase rural development.

Till 2024, there is a plan set up for the rural village adoption programme on a decided scale for increasing the graph by making it a successful implementation across the country 

Consequence of the Act

To convert the identified village into an Adarsh Gram through the specified activities, the following are the possible strategies:

  • Entry point activities to energize and mobilize the community towards common positive action
  • Participatory planning exercise for identifying peoples’ needs and priorities in an integrated manner
  • Converging resources from Central Sector and Centrally Sponsored Schemes and also other State schemes to the extent possible.
  • Repairing and renovating existing infrastructure to the extent possible.
  • Strengthening the Gram Panchayats and peoples’ institutions within them
  • Promoting transparency and accountability.

Few important adoptions by various people under this scheme

  • Narendra Modi has adopted Jayapur village his constituency Varanasi in Uttar Pradesh.
  • Y. S. Chowdary has adopted Ponnavaram village in Krishna district in Andhra Pradesh.
  • Sonia Gandhi adopted Udwa village in her constituency Rae Bareli in Uttar Pradesh.
  • Rahul Gandhi adopted Deeh village in his constituency Amethi in Uttar Pradesh.
  • V. K. Singh adopted Mirpur Hindu in his constituency Ghaziabad, Uttar Pradesh.
  • Ahmed Patel adopted Vandari village in Rajpipada, Gujarat.
  • Sachin Tendulkar adopted Puttamrajuvari Kandriga(P.R.Kandriga) a village near Gudur in Nellore district of Andhra Pradesh.[11] And Donja village in Osmanabad district of Marathwada, Maharastra.
  • Harsh Dwivedi adopted Amorha Khas village in Basti district, Uttar Pradesh.
  • Kamal Nath adopted Bisapur Kalan village in Chhindwara district, Madhya Pradesh.

Ending Remarks and Suggestions

All the Members of Parliament should come forward to identify the Adarsh Gram Gram Yojna and make people understand how they can contribute about the same. They should also facilitate the planning process to execute this act on the national level in all the states at a broader level. The government should also mobilize additional funds to work on the development of those adopted villages or grams to work on their upgradation. The committee who are working on this yojna should identify bottlenecks in the scheme and Issue required operational guidelines for the same. There should be an updated database to identify the common needs of the village.
