DIRECTORATE GENERAL FIRE SERVICES, CIVIL DEFENCE & HOME GUARDS

The Directorate General, Civil Defence was established by MHA on 17th November, 1962. There were only four categories during that time i.e. Fire Section, Civil Defence, Home Guards and Communication Section. On 7th January 2003, this office has been declared as an attached office of MHA under Disaster Management Division and two more sections i.e. Cash and Establishment were added. On 2nd September,2004 it was re-appointed  as Director General, National Emergency Response Force and Civil Defence. On 01st December, 2006 it was re-designated as Director General, National Disaster Response Force & Civil Defence. Again, on 26th February, 2014 it was re-appointed as Director General, Fire Services, Civil Defence and Home Guards.

FUNCTIONS AND RESPONSIBLITIES

• Frame policy, coordinate, supervise and issue guidelines concerning raising, training & equipping of Civil Defence, Home Guards and Fire Services on behalf of Ministry of Home Affairs.

• To advise the State Govts./ Central Ministries in the organizational matters connected with their respective Fire Services. And to assist in arranging fire fighting training on modern lines for the staff of the Fire Services and in building up posts of trained officers for expending the fire services.

• Overall responsibility for Civil Defence including policy planning, operational research, technical training, advice to the State Governments and co-ordination of Civil Defence work on an all –India basis.

• Home Guards Organisation in the various States/UTs, Policy and Planning for strengthening  and reimbursement of Central share of expenditure to State Governments.
